After establishing the Republic of China, Gong Xinzhan successively held the positions of Chief of the Minting Factory in Wuchang, Manager of the Hankou branch, Bank of China
, etc. In 1914, he was appointed to the Chief of the Financial Agency in Anhui Province. On next June, he was promoted to the Vice-Minister for Finance in Beijing Government, and also held the governor of the Salt Affairs Agency. On December, he was appointed to the Governor of the Border of Rice Lands Affairs Bureau . In April 1916, he was transferred to the Councilor of the National Council .
In July 1918, Gong Xinzhan was appointed to the Governor of Anhui Province, but he didn't took office. Next Year, he was appointed to the Minister for Finance and the Governor of the Monetary Bureau and the President of the Minting Factory. From June to September, he also held the acting Prime Minister temporarily. In November 1924, Duan Qirui
became the Provisional Chief Executive , Gong also was appointed to the Minister for Interior. Next November, he became the acting Minister for Transportation, one month later, he took office real Minister. In April 1926, he resigned his post, after that he became the General Director of the Yaohua Glass Company etc.
Gong Xinzhan lived in Tianjin
, and became presidents or general directors of several banks and insurance companies. From March 1942, he was invited and appointed to the Member of the Advisory Council of the Committee on North Chinese Political Affairs .
Gong Xinzhan died at Tianjin Special City in December 1943.
