Ground conditions is a general, layperson's term used to describe the conditions of rock structure in an underground mine setting. More specifically, "ground conditions" is the term used when discussing health and safety in a workplace

 setting. For example, a supervisor may say to a worker, "Watch out for ground conditions today, as there has been some unsafe ground movement in your workplace registered over the last 24 hours."

The term "ground conditions" is also used to describe the conditions that lead up to, and happen during, an earthquake. More specifically, "ground conditions" is a term sometimes used to describe the amplitude, solidity, density, liquefaction, and many other variables of the rock during an earthquake.
