. He graduated from the Law School of the University of Paris
, obtaining D.E.A. and a Ph.D. in Private International Law and International Trade Law. From 1984 until 1987 Pamboukis worked as a researcher at the Paris II University's Centre de Recherches de droit international. Between 1987 and 1988, he worked as a Greek Supreme Court attorney with the Coudert-Freres (Paris) international law firm. From 1990 Haris Pamboukis started his own law firm with a number of partners.
Returning to Greece, Haris Pamboukis became a lecturer at the Law School of the National and Kapodistrian University of Athens
in 1991, while in 1990–1996 he served as a General Secretary of the journal Revue Hellenique de droit international. In 1997, Haris Pamboukis, became an Assistant Professor of the Law School of the National and Kapodistrian University of Athens

Haris Pamboukis started his political career ib 1996–1997, as a Special Advisor to the Alternate Foreign Minister. From 1999 until 2000 Haris Pamboukis was Secretary General for the Administration and Organisation at the Foreign Ministry.
In October 2009, Haris Pamboukis was appointed Minister of State
to the Prime Minister, with responsibilities pertaining to the attraction of foreign investment to the country.
Haris Pamboukis is fluent in English and French. He is married with two children.
