from 1894 to 1915. He was a member of the Vermont House of Representatives
in 1908.
On February 19, 1915, Howe was nominated by President Woodrow Wilson
to a seat on the United States District Court for the District of Vermont
vacated by James L. Martin. Howe was confirmed by the United States Senate
on February 22, 1915, and received his commission the same day. He assumed senior status
on January 31, 1940, serving in that capacity until his retirement from the bench on July 31, 1945.
