established the Health Council of Canada in the federal/provincial/territorial 2003 First Ministers’ Accord on Health Care Renewal, and their role was enhanced in the subsequent 10-Year Plan to Strengthen Health Care that committed $41.3 billion of new federal funding to support a number of reform initiatives. The role of the Health Council is to foster accountability and transparency by assessing progress in improving the quality, effectiveness and sustainability of the health care system. Their mission is to report on the renewal of Canada’s health system, focusing on best practices and innovation.
The Council has been reporting publicly on the progress of health care renewal since 2005.

Governance

The work of the Health Council is managed by a board of directors (the Council) composed of 12 Councillors and one ex-officio Councillor. Councillors include governmental and non-governmental representatives with a range of expertise in health. The Council Chair is Dr. Jack Kitts, and John G. Abbott serves as the CEO.
The Council is supported by a Secretariat based in Toronto, Ontario, with expertise in health policy, research, stakeholder and government relations and communications. The corporate members of the Council are the Federal Minister of Health
