Hermann Winkler entered the Technical University of Magdeburg to study mechanical engineering
and graduated as Dipl.-Ing.. From 1988 to 1990 he worked as Engineer in the VEB Chemieanlagenbau Leipzig-Grimma.
He was President of the Saxony Regional Sport Association (1998–2004).
He is married and has two daughters.

He was chair of the Grimma Christian Democratic Union
Municipal Association from 1990 to 1999, member of the CDU District Council of the Muldentalkreis
from 1990 to 2007 (2005 to 2007 as chair) and is District Chair of the Leipzig
CDU since 2007.
In addittion he was regional chair of the Youth Section of the CDU in Saxony (1992–1995) and Secretary-General of the Saxony CDU from 1998 to 2004.
In the years 1990/91 he was Deputy Mayor
of Grimma. From 1990 to 2009 Hermann Winkler was Member of the Landtag of Saxony
