in Marienwerder and studied law and Cameralism at the Universities of Berlin and Bonn
. Dechend started to work at the local court and administration of Marienwerder and moved to Arnsberg
to work at the administration of the Regierungsbezirk
Arnsberg in 1846.
In 1848 Dechend became responsible for the newfounded public loanoffice in Berlin
and a member of the directory of the "Prussian Bank" in 1851. He worked in several administrative positions in Berlin and became the Vice-President of the "Prussian Bank" in 1863 and its President in 1864. After the Unification of Germany
Dechend became the first President of the German Reichsbank
in 1876.
Dechend was a member of the Prussian House of Representatives for the Free Conservative Party
in 1867-69 and the Prussian House of Lords
in 1872-90.
