On November 6, 2007, voters in rural Greeley County and in Tribune approved a consolidation
of the county and the city. Horace, however, decided against consolidation.

In the city the population was spread out with 31.5% under the age of 18, 6.3% from 18 to 24, 36.4% from 25 to 44, 20.3% from 45 to 64, and 5.6% who were 65 years of age or older. The median age was 34 years. For every 100 females there were 123.4 males. For every 100 females age 18 and over, there were 122.7 males.
The median income for a household in the city was $26,875, and the median income for a family was $43,125. Males had a median income of $30,625 versus $21,250 for females. The per capita income
