From 25 May 1998 to 6 September 1998 he works as the Acting President and from 6 September 1998 to 18 May 2000 as the President of the Russian Federal Fund of State Properties.

Shuvalov has issued a public apology to Prince William, not for his role in gaining the 2018 World Cup for Russia, but for not properly acknowledging the future King following the announcement that Russia had won. The Russian deputy PM dismissively shook hands with the Prince and could not even make eye contact with him, yet Shuvalov's spokesperson dismissed any question of any wrongdoing with regards to the bidding process.
