He served in the State house of representatives 1826-1829 and 1832-1833.
Holmes was elected as a Democrat
to the Twenty-sixth and to the five succeeding Congresses (March 4, 1839-March 3, 1851).
He served as chairman of the Committee on Commerce (Twenty-eighth Congress), Committee on Naval Affairs (Twenty-ninth Congress).
Practiced law in San Francisco, California
from 1851 to 1854, when he returned to Charleston, South Carolina

Again resided in San Francisco 1857-1861.
He returned to South Carolina in 1861 and was appointed a commissioner of the State to confer with the Federal Government.
He died in Charleston, South Carolina
