. In 1897 he founded Bulgarian Secret Revolutionary Brotherhood

 and later entered the BMARC and in 1902 he was elected as a member of Central Committee. In 1903 Garvanov became a leader of BMARC.

Under the leadership of Garvanov, the IMARO (as the BMARC was then known) made a decision supporting military revolt. Garvanov, himself, did not participate in the uprising, because of his arrest and exile in Rhodos
