Fox was born in Boston, Massachusetts on August 11, 1827 to George Howe Fox and Emily (Wyatt) Fox. In 1848 Fox married Julia Elizabeth Valentine, Julia died in 1872. They had three children Henrietta, Julia and Lillian.
