On April 25, 1941, Bright was nominated by President Franklin D. Roosevelt
to a new seat on the United States District Court for the Southern District of New York
created by 54 Stat. 219. Bright was confirmed by the United States Senate
on June 3, 1941, and received his commission on June 6, 1941. Bright's service ended on March 24, 1948, when he died unexpectedly of a heart attack.
