Hick was the eldest son of Benjamin Hick, a civil engineer, and his wife Elizabeth Routledge, daughter of William Routledge of Elvington Yorkshire. He was educated at Bolton Grammar School and became a member of the Institute of Civil Engineers and partner in the engineering firm of Benjamin Hick & Son, later Hick, Hargreaves, & Co. He was a J.P.

. He held the seat until 1880. He was a liberal Conservative and was in favour of education based on religion.

Hick died at the age of 78.

Hick married Margaret Bashall, eldest daughter of John Bashall of Farington Lodge, near Preston on 24 June 1846.
