He was first elected to the Missouri House of Representatives in 1994, serving there through 1998. He was elected to the Missouri State Senate in 2000, and again in 2004. He is currently the chair of the Senate’s Small Business, Insurance, and Industrial Relations Committee, vice chair of the Governmental Accountability and Fiscal Oversight Committee, and a member of the committees on Education, Gubernatorial Appointments, and Judiciary and Civil and Criminal Jurisprudence.

Among Loudon's legislative accomplishments are authoring and passing two Senate Bill #1s in one year. SB1 in the 2005 Session was an omnibus workers' compensation reform bill. SB1 is the 2005 Special Legislative Session strengthened parents' rights to sue anyone who "causes, aids or assists" their minor daughter to have an abortion without the parents' consent.
