Joseph Mayer was involved in the development of the Belmar Yacht basin, and as president of the Tri-County League of Municipalities lobbied for federal funding for beach erosion control.
Mayer was elected Mayor of Belmar in 1924, and to the Board of Chosen Freeholders in the 1934 general election
, and served until his death on November 18, 1942. He was chosen as Director of the Board in November 1938 to succeed Raymond L. Wyckoff
