Hodgkinson was elected to Parliament in 1999 and was a member of the Legislative Assembly Public Accounts Committee from 1999 to 2003 and the Shadow Minister for Fair Trading and Shadow Minister for Small Business from 2003 to 2005. She was the Shadow Minister for Tourism from April 2005 to April 2007 and Shadow Minister for Major Events from March 2006 to April 2007. Following the March 2007 State Election, Hodgkinson was promoted to the Shadow Community Services Portfolio, a position that she held until December 2008. During this period she also held the Portfilios of Shadow Minister for Families and Shadow Minister for Child Safety.

As a result of the Shadow Cabinet reshuffle on 28 December 2008, Hodgkinson took on responsibility for the newly created Natural Resource Management Portfolio. Following the State Election win by the NSW Liberals and The Nationals Coalition on Saturday 28 March 2011, Hodgkinson was , Hodgkinson was selected, on 3 April 2011 to be Minister for Primary Industry and Minister for Small Business in the Coalition Government.
