film had been released in May 1977, Kenner were unprepared for the unprecedented response to the film and the high demand for toys. Therefore, they missed the lucrative Christmas market, but instead sold an "Early Bird Certificate Package" (informally known as the Empty Box promotion) which included a certificate which could be mailed to Kenner and redeemed for four Star Wars action figures as soon as they were released in early 1978. The box also contained a diorama display stand, some stickers, and a Star Wars fan club membership card. Kenner's success with the Star Wars line motivated creators of other action-adventure movies to market their own action figure line.

The Star Wars action figures were plastic, usually smaller than four inches, and typically moved at five points on their bodies, but there were many differences and unique qualities in the individual figures that departed from these norms. Kenner's Star Wars action figures were produced along with vehicles and playsets based on the Star Wars movies. The action figures were typically sold in clear plastic packaging attached to product cards. The backs of the cards usually promoted (and sometimes enumerated) all available action figures, upcoming figures and related products. "12-back" cards promoted a line of 12 action figures, "20-back" cards promoted a line of 20 action figures, etc.

Licences were sold by Kenner to toy manufacturers overseas who released the figures and toys in their respective territories under their own imprint (Palitoy

 was France, Toltoys was Australia, Harbert was Italy, etc.). The overseas releases usually had identical packaging to Kenner's original US versions.

The toy line was reintroduced in 1995 and called 'Power of the Force' (called Power of the Force 2 in collecting circles to differentiate it from the original 1985 line). Kenner produced these figures as a subsidiary of Hasbro from 1995 through 1998 until its Cincinnati, Ohio office was closed in 1999. The remaining two years of the line (1999 and 2000) were produced and labeled as a Hasbro product, as they are done today (as of 2009).

Hasbro has continued to produce a variety of toys relating to all six Star Wars films.

The table below takes information as given on the cards with which each action figure debuted. After the debut of an action figure, details in the packaging, in the shape of the action figure and the name of the action figure were subject to change. No one characteristic (name, shape or product number) completely defines the list, rather all the characteristics taken together form a clear list.

Note that there are 96 action figures listed below, though the final card-back promoted a full line of 93 action figures. This is because when Kenner produced new versions (with new, unique product numbers) of R2-D2 and C-3PO action figures, they discontinued previous versions. Two versions of R2-D2 were discontinued. One version of C-3PO was discontinued.

Also note that the identical name "Bespin Security Guard" is given to two action figures. The first figure (No. 39810) is white, the second figure (No. 69640) is black. On card-backs the two Bespin Security Guards are shown separately, but still labeled with the same name.
