In 1992 Dalton joined Beyond International, one of Australia’s leading international film and television companies, and worked on the international financing, production and distribution of a large slate of television and feature films.

As CEO Dalton led the policy debate around Australian content on television and was a spokesperson for the industry and a key advisor to government on the audio visual industries during negotiations on the Aust/US Free Trade Agreement.

as Director of Television in 2006 Dalton has made a major contribution to the policy debate around Australian content and the role of the public broadcaster in the digital era, calling for stricter government control of online TV. In 2009, as a result of a successful lobbying campaign led by Dalton, the ABC received an increase in funding from the Australian Government to establish a dedicated children's television channel, ABC3, and a significant increase to its drama funding.

In April 2008 Dalton became the inaugural Chair of Freeview (http://www.freeview.com.au), the organisation representing all major Australian free to air networks established for the purpose of promoting the free to air digital television platform. Dalton is a Board member of the Australian Government's Australia Korea Foundation and a Board member of the National Institute of Dramatic Arts (NIDA)

On 10 August 2011, in a letter by the CPSU (Community and Public Sector Union) on behalf of ABC Staff , the Section Secretary Graeme Thomson responded to ABC Managing Director Mark Scott's 'all staff email', which defended the axing of TV programs: The New Inventors, Collectors and Art Nation. Mr Thomson confirms that ABC staff has called for an audit of what has become known as the 'Dalton Model', a style of management resulting in the termination of in-house productions, mass redundancies, skill shortages and outsourcing.
