backed Skybus project. It was expected to be started by 2006 and completed by 2010.

Initially, when the Kochi Metro project was proposed, the Union government was in favour of implementing the project with private participation, ruling out its own financial involvement. The Ministry of Urban Development and the Planning Commission were also against government investment in the project, and refused to accept it as a project in line with the Delhi and Chennai metros. The political rivalry between the Left Front government in Kerala and the UPA government at the Centre was a major reason for such developments and the slow down in the project. The change in government in Kerala changed that scenario, making the Kochi Metro one of the top priorities of the UDF government.

The cost of the project has now been revised to 5,146 crore from 1,186 crore in 2005. The state government demanded that the project be implemented in line with the Chennai and Delhi metro models. Both the projects were Centre-State joint ventures without private participation. Delhi Metro Rail Corporation (DMRC) is the consultant and the executing agency for Kochi Metro. The commissioning of the 27 km stretch is expected by 2016. The Planning Commission reversed its position on Union government's investment in the project and gave an in-principle nod. It is believed that the Ministry of Urban Development is in favour of implementing the project in line with the Chennai Metro, which will be a Centre-state JV.

The land for the project was proposed to be handed over to the DMRC on 10/06/2011 and all the detailed study for the possible traffic congestion especially in North Ernakulam when the work will commence was also said to be completed by the city traffic commissioner . The ministry of urban development has approved the revised proposal for Kochi Metro

The initial survey work held in Ernakulam district indicates that 31.92 hectares would have to be acquired privately from Aluva to Petta.

Construction

The first phase of the Kochi Metro connecting Aluva-Petta will be completed in three stages and separate tenders will be awarded through bids. Each stage will be approximately 8km. The advantage of this approach is that different contractors can take part in the work. It has decided to set up parking space at all metro stations. This includes the Madhav Pharmacy and Maharajas College stations, a change from the original plan.

As part of preparatory work, KMRL has to widen MG Road, Banerjee Road and Station Approach Road.

Funding

The plan submitted by DMRC in 2005 was for an estimated . Due to the delay in implementing the project, the DMRC has revised the plan in August 2010 and the cost estimate stands at .  project in terms of funding. The Centre refused this request. However, no statement has been formally issued. Kerala Finance Minister Dr. Thomas Issac in his budget speech said that 156 crore has been allotted for the Kochi Metro Rail project.

The total project cost is expected to be 5,126 crore. The upgraded project cost is 4,910 crore and the government taxes are estimated at 216 crore. This includes the cost of land acquisition which may cost 600 - 700 crore. The current estimate of land required for the project is a total of 32 hectares, including stations and parking spaces.
