Li Kwan Ha

Li Kwan Ha CBE, QPM, CPM was the first Chinese
to serve as the Commissioner of the Royal Hong Kong Police
from 1989 to 1994.
Li attended Queen Elizabeth School, Hong Kong
and joined the HKP in 1957. He became an Inspector
in 1969 and Assistant Commissioner of Police in 1978.
He was the first Chinese Senior Assistant Commissioner of Police in 1984 and Deputy Commissioner of Police in 1985. He rose to the rank of Commissioner following the retirement of Raymond Harry Anning in 1989.
After retiring from the force, Li joins Li Ka-shing's Cheung Kong (Holdings) and Hutchison Whampoa
to advise the firms security matters.
During the 1997 handover period, Li becomes a member of the Chinese People's Political Consultative Conference
and various committee of the HKSAR. In 1990, Li intervened in the kidnapping incident of Li-Ka-shing's son Victor Li Tzar-kuoi and Walter Kwok
