Enoch "Nucky" Johnson was born in 1883 to Smith and Jennie Johnson. The real-life Nucky was physically larger than Buscemi, standing an imposing 6′4 and weighing nearly 300 pounds. He also probably did not murder his adversaries, but rather cut them off from doing business. Enoch Johnson held the following public positions: Atlantic County sheriff, New Jersey Supreme Court clerk, Clerk of Atlantic County, and Atlantic County Treasurer. He was convicted of income tax evasion in 1941 and sentenced to 10 years in prison. Upon his release, he avoided public office. He died in 1968.

James "Jimmy" Boyd Jimmy Boyd, born 1906 or 1907, served as an assistant to Nucky, and was head of the 4th Ward and a county clerk. As opposed to the character presented in the show, he wasn't a World War I veteran (he would have been 11 at the outset of war), he wasn’t Nucky’s driver, and did not rob bootleggers. However, Boyd was one of Nucky Johnson's political operatives, delivering bad news and maintaining order in his ward, as well as participating in some dirty dealings. He was involved in Atlantic County politics through the early 1970s. Boyd died in 1974.

Albert "Chalky" White Cast Nucky's counterpart in Atlantic City's black community Chalky Wright Chalky is probably not based on a real-life person, though Michael K. Williams does allude to the fact that there was a boxer on whom he was based. Edward "Eddie" Kessler Cast Nucky's bumbling and often overwhelmed German personal assistant and valet Louis Kessel A Russian immigrant, Louis Kessel was a short, mustachioed, pudgy, former cab driver who was Nucky’s personal butler, chauffeur, and bodyguard. Louis Kessel was found in 1940 by the Atlantic County auditor to have been on the sheriff's payroll as a deputy sheriff since 1920. Concurrent with Nucky Johnson's indictment for income tax evasion in 1941, Louis Kessel was indicted for violating the Mann Act, the federal law prohibiting the transportation across state lines of prostitutes. This is paralleled in the show; however, Nucky Johnson is depicted as indicted for this crime by the attorney general. Kessel was killed in an automobile accident on October 8, 1944, while driving Nucky Johnson's wife Florence from Philadelphia to Atlantic City, returning from a filing for parole for Nucky Johnson. Mrs. Jonson was critically injured during the accident but survived.

He helped establish the system of kickbacks from illegal industry to local government. He was friends with Nucky’s father, who alternated between sheriff and under-sheriff as a way to circumvent consecutive term limitations. Kuehnle went to prison in 1913 for awarding his own firm contracts as chairman of the Water Commission, he served just 3 years.
