- The main protagonist and a playable character. He returns from Call of Duty 4: Modern Warfare, now as the field commander of Task Force 141. He first appears on the mission "Cliffhanger", assisting the player's character "Roach Sanderson". In the second mission, he and his team go after the right hand and arms dealer and interrogated him, which then leads to hunt for Rojas, who they capture in time. In the final mission, he and Price hunt for General Shepherd who killed Ghost and Roach, and has portrayed them as wanted criminals. Soap tries to kill Shepherd, but Shepherd stabs him. He takes the knife out of his chest, which the player throws in an unmissable attack, killing him whilst he is overpowering Price. He is voiced by Kevin McKidd

Captain John Price
- The secondary protagonist and a non-playable character. He also returns from Modern Warfare. He is discovered by the team as they free him from the gulag prison in Russia. In the second mission after his rescue, he helps Task Force 141 to hunt down the new Ultranationalist terrorist "Vladimir Makarov". In the third mission, he, along with Soap, is betrayed by General Shepherd, and attacked by Shepherd's men. He asks Makarov for Intel in order to find Shepard. Makarov gives up on the information to Price, knowing the location of Shepherd. Price and Soap hunt down Shepherd, who escapes into a waiting helicopter. Price manages to shoot it down, however Shepherd survives. In the aftermath of the crash, Price fights with Shepherd after he has injured Soap, but Shepherd overpowers him. Soap manages to pull the knife out of his chest and throw the knife, hitting and killing Shepherd. He is voiced by Billy Murray
, who returns from Call of Duty 4: Modern Warfare.
Sergeant Gary "Roach" Sanderson - Is the main playable character. He is a member of Task Force 141 and a friend of Ghost. He appears as the playable character in the mission "Cliffhanger". He is saved by Soap just as he is about to fall off a cliff. In the second mission in Brazil, Roach, Soap, and Ghost hunt down for the right hand man weapons dealer, with Roach shooting him in the leg. In his final appearance, Roach, Ghost, Ozone and Scarecrow capture the house with the intel inside and the team uses the DSL to transfer the files. At the end of the mission, Roach and Ghost are killed by Shepherd and set on fire by Shepherd's cigar
, as the rest of Shepherd's men look on.
Lieutenant Simon "Ghost" Riley - Is a non-playable character in Modern Warfare 2. He also appears in Modern Warfare 2: Ghost
. He appears in the mission "Takedown". Ghost and Soap interrogate Rojas' right hand man. He further appears in the missions "Hornet's Nest" and "The Only Easy Day...Was Yesterday." On the "Gulag" mission, he stays in the control room to unlock the gates of the prison by hacking the enemy's security system. based on the east coast of the United States during the start of the Russian Invasion . His first appearance is in "Wolverines!" where his team is sent to extract a VIP
codenamed "Raptor" from invading Russian forces. Second, Ramirez and the rest of the team go to Washington, D.C. that is damaged by the Russian Invasion. His final appearance is "Whiskey Hotel" where after struggling through the Washington D.C. warzone Ramirez and the team attempt to retake the White House
from Russian forces, upon reaching the roof, Ramirez uses the flares to stop the Hammerdown deployment. His name has been used as an internet meme as Foley gives him an order.
Private First Class Joseph Allen (also known as Alexei Borodin) - Is a playable character for a short time. He is introduced in S.S.D.D completing the training. He then goes undercover as part of Vladimir Makarov's crew in the skippable "No Russian" level. However at the end of the mission, it is revealed that Makarov knew of Allen's true identity as a CIA agent, and shoots him, leaving his body behind as a catalyst for Russia turning on the USA.
Codename: "Nikolai" - He returns from Call of Duty 4: Modern Warfare, now appearing to be a mercenary pilot with a number of fixed wing and rotary aircraft at his disposal. He comes to Task Force 141's aid in "Hornet's Nest" and "The Enemy of My Enemy", and provides logistical support to Price and MacTavish in "Just Like Old Times" and "Endgame".
, he lost 30,000 men when Khaled Al-Asad set off a nuclear bomb. Angry and disillusioned by this and the world's refusal to listen to his warnings of Russia becoming an ultranationalist state, Shepherd begins to operate on his own. He heads Task Force 141 and hunts Russian terrorist Vladimir Makarov, eventually ordering his elite soldiers, Shadow Company, to eliminate them both. He is revealed to be responsible for the Russian-American war, his goal being to make America once again undisputed as the sole world superpower- and himself as the hero who made it so. Shepherd is killed at the end of the final mission by Soap, who throws a knife into Shepherd's head. He is voiced by Lance Henriksen

Vladimir R. Makarov - The secondary, but first revealed, antagonist throughout the game. He is a terrorist and also a Ultranationalist leader, replacing Imran Zakhaev. In the "No Russian" mission, he and his team, including undercover CIA agent Joseph Allen, attack Zakhaev International Airport in Moscow, killing a large number of civilians and Russian police. In the end of the mission, Makarov, aware of Allen's true identity, kills the agent, leaving him behind to be discovered by Russian police, leading the Russians to believe that it was a U.S. led attack, causing a war between Russia and the United States. At the end of the game, he supplies Price and MacTavish with intel leading them to Shepherd's location, albeit reluctantly, and goes into hiding. He is voiced by the voice actor Roman Varshavsky.
Alejandro 'Alex the Red' Rojas - An arms dealer based in Rio de Janeiro. A former armorer, he began selling weapons on the side. It is implied that he is arming the local gang with stolen FAL
s from the local FN
factory. He supplied Makarov and his unit with their equipment during their massacre at the Zakhaev International Airport in Moscow. In an attempt to find Makarov, Task Force 141 traces the shell casings and identifies them as his. The group hunts Rojas down in his residential favela and he is eventually captured by Captain MacTavish. He is soon after tortured by Ghost and reveals that their best shot at reaching Makarov is a man that Makarov has a personal grudge against, locked up in a Russian Gulag, who is later revealed to be Captain Price. Depending on the player's actions as Roach, Rojas can either be left on the streets of Rio de Janeiro for the Brazilian Militia to find, or Roach can kill him himself.
, they fight through and get into Washington, D.C. In the end of the mission, he and his team say that they might launch a counter attack against Russia. He is voiced by Barry Pepper

Pvt Wells - A US Army Ranger appearing in "Wolverines!" defending 'Nate's Restaurant', the structure the Rangers chose to defend Raptor inside from the approaching Russian paratroopers. Wells speaks with Sergeant Foley on his arrival, informing him of Raptor's location and the supply drop they received on the building's rooftop. During the defense of Raptor, Wells is likely to be killed by Russian soldiers. In the rare event he survives the assault, he will join the convoy heading for Arcadia but will not reappear in later missions. Sat1 - The call-sign for an unnamed astronaut who is only playable at the beginning of "Second Sun". He is killed shortly after the player assumes control by the EMP Price set off over the United States, accidentally destroying the International Space Station and sending Sat1 flying into space before he is struck and killed by a piece of the station's debris. . He is briefly seen at the beginning of the fifth mission 'Takedown', killing three Militia soldiers and the driver of Soap and Roach's car. He flees the Task Force, only for Roach to shoot him in the leg and incapacitate him. Soap and Ghost proceed to take him into a garage for interrogation, his fate beyond this point left unknown. Major Petrov - A Russian officer in charge of the Ultranationalist airfield in the Kazakhstan mountains that secured the crashed United States satellite containing the ACS module Roach and Captain MacTavish are sent to recover in the game's third mission. Regardless of how quiet the player is on infiltration, Petrov becomes aware of the infiltrators presence and has his men ambush MacTavish as he secures parts of the satellite. While MacTavish is held at gunpoint, Roach detonates a pack of C4 placed on the airfields fueling station as a distraction to slaughter all the present Russian forces. Petrov is heard only in voice as he demands Roach to surrender over a megaphone or broadcast system, no present Ultranationalist appearing to be an officer or utilizing any kind of megaphone. Viktor - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He is armed with an M4A1 and displays the most keen thirst for blood in the group, single handedly slaughtering an entire waiting room full of Russian civilians. He is the only terrorist to survive the operation aside from Makarov, Anatoly and the driver; escaping the police in an ambulance as FSB close in. Later in the mission 'Exodus', Ramirez and his squad search the house of an HVI desired by Shepherd in Washington D.C. The HVI is found killed in his panic room, a dead Russian in a paratrooper uniform found dead outside the room. The soldier is identical to Viktor both in face and neck tattoos, which Dunn comments on as he takes photos. Lev - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He is armed with an M240 and is distinct as he is the only member of the unit with a brown suit. He is killed in the engagement with the FSB on the runway outside the airport, either dying during the firefight or being killed by a sniper in the event he outlives the FSB soldiers. Kiril - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He is armed with a Stryker shotgun, distinct for his notable patriotic tattoos of Joseph Stalin. He is killed in the engagement with the FSB on the runway outside the airport, either dying during the firefight or being killed by a sniper in the event he outlives the FSB soldiers. Anatoly - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He did not directly have a hand in the slaughter, instead being in the ambulance the unit used as a getaway vehicle alongside the driver.

Archer - Sniper for Task Force 141 during the assault on Makarov's safehouse on the Georgian-Russian border alongside Toad. His fate is left ambiguous after Shepherd's betrayal. After capturing Rojas and staying with Ghost to interrogate him, Captain MacTavish passes command over Roach and Meat down to Royce. The three head into the favela where they encounter the Brazilian Militia in full force, resulting in a firefight. Royce is eventually overwhelmed by the militia and killed in most scenarios, being shot in the back by a sniper if Roach manages to escort him through the favela. Meat - A Task Force 141 soldier who takes part in the operation in Rio de Janeiro to capture Alejandro Rojas for information on Makarov. After capturing Rojas he is placed under the charge of Royce and Roach by Captain MacTavish, accompanying the two into the favela where they engage hostile militia forces. He displays that he is fluent on Portuguese, clearing out the civilians before the engagement occurs. He is usually the first to be killed by the militia's overwhelming numbers, even if Roach attempts to protect him. In the unlikely event that he survives to the end of the favela at the expense of Royce, Meat is shot in the back and killed by a sniper. Rook - A Task Force 141 soldier who accompanies Soap and Price on the mission to Afghanistan to seek out Makarov. After Shepherd's betrayal is revealed, he is the only other member of the team still alive, and tries to drive Soap and Price into Nikolai's plane. Before he can reach the ramp, he is shot and killed by one of Shepherd's men, forcing Soap to take control of the vehicle from the passenger seat. Pvt Sandler - A US Army Ranger who appears prominently in the mission Second Sun, following the EMP that devastates the Russian forces in Washington. He travels through the city to the White House alongside other Ranger survivors including Foley, Dunn, Ramirez, McCord and a sixth Ranger with a randomly generated name and rank who is killed by Russian paratroopers in an ambush. Sandler will likely be killed by Russians in the Second Sun mission while McCord survives, though in an apparent developer oversight McCord does not appear in Whiskey Hotel and instead Sandler appears in his place. He survives the crash landing of the UH-60 after being shot down by Russian SAM sites, taking part in the Ranger's last stand prior to the detonation of the EMP that saved the unit. As Ramirez regained consciousness at the beginning of Second Sun, Wade handed Ramirez an M4A1 and told him to stay down before being shot in the head by a paratrooper. Pvt Vaughan - A US Army Ranger working as a runner for Colonel Marshall, traveling alone through Washington to inform US soldiers of the impending assault on the White House. In the rare event he survives the assault, he will join the convoy heading for Arcadia but will not reappear in later missions. Major Petrov - A Russian officer in charge of the Ultranationalist airfield in the Kazakhstan mountains that secured the crashed United States satellite containing the ACS module Roach and Captain MacTavish are sent to recover in the game's third mission. Regardless of how quiet the player is on infiltration, Petrov becomes aware of the infiltrators presence and has his men ambush MacTavish as he secures parts of the satellite. While MacTavish is held at gunpoint, Roach detonates a pack of C4 placed on the airfields fueling station as a distraction to slaughter all the present Russian forces. Petrov is heard only in voice as he demands Roach to surrender over a megaphone or broadcast system, no present Ultranationalist appearing to be an officer or utilizing any kind of megaphone. Viktor - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He is armed with an M4A1 and displays the most keen thirst for blood in the group, single handedly slaughtering an entire waiting room full of Russian civilians. He is the only terrorist to survive the operation aside from Makarov, Anatoly and the driver; escaping the police in an ambulance as FSB close in. Later in the mission 'Exodus', Ramirez and his squad search the house of an HVI desired by Shepherd in Washington D.C. The HVI is found killed in his panic room, a dead Russian in a paratrooper uniform found dead outside the room. The soldier is identical to Viktor both in face and neck tattoos, which Dunn comments on as he takes photos. Lev - One of the Ultranationalist terrorists who took part in Makarov's operation at Zakhaev International Airport in Moscow. He is armed with an M240 and is distinct as he is the only member of the unit with a brown suit. He is killed in the engagement with the FSB on the runway outside the airport, either dying during the firefight or being killed by a sniper in the event he outlives the FSB soldiers.
