It was originally named "Oak Street School" and was also known as "Dutch Flats School." It was renamed to honor a long-time editor of the Elgin Courier-News.

, Lowrie's student body was 71.4% hispanic, 14.9% white, 6.1% multiracial, 5% black, and 1.7% asian. Historically, Lowrie draws students from the southern edge of Elgin's traditional street grid as well as any children residing in the staff housing of Elgin State Hospital

In 2009 Lowrie celebrated its status as an Illinois Spotlight School. This means that while at least half of the students come from low income families, at least 50% of the students have to meet or exceeded state standards on the Illinois State Achievement Test in both reading and math on the 2006/2007 scores and improve to 60% in 2008. At Lowrie, 74% of the students met or exceeded standards.
