Luis Carlos Restrepo Ramírez (born 24 January 1954) is a Colombian psychiatrist, philosopher, and politician. He served as the 5th High Commissioner for Peace
during the Administration of President
Álvaro Uribe Vélez. He was in charge of the demobilization process of the United Self-Defense Forces of Colombia
(AUC) paramilitary groups in 2006-2007. He has published several books about the relation between violence in Colombia and psychological matters.
, and he is married to Juana Jeanneth Rubio with whom he has three children. His nephew Juan Sebastián Restrepo (son of neurosurgeon Gerardo Restrepo Ramírez) was a veteran paramedic in the U.S. Army. He was killed in Afghanistan, when his base was attacked on July 22, 2007. Juan Sebastian Restrepo was fighting in the Second Platoon "Spartans", Battle Company, 2nd Battalion, 503rd Infantry Regiment (Airborne), 173rd Airborne Brigade Combat Team. He was awarded the Bronze Star, Purple Heart, National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Overseas Service Ribbon, Basic Parachutist Badge and the Combat Medical Badge.
