Koenen was first elected in 2002, and has been re-elected every two years since then. He is currently chair of the House Agriculture, Rural Economies and Veterans Affairs subcommittee for the Veterans Affairs Division. He is a member of the Taxes Committee, and also serves on the Finance Subcommittee for the State Government Finance Division and the Taxes Subcommittee for the Property and Local Sales Tax Division. On May 21, 2011, he joined the House Republican Majority in voting for a constitutional amendment to define marriage as between a man and woman.
