in 1947. He grew up in the community of Bushwick, and first involved himself in electoral politics in high school in 1965, when he worked as a volunteer in a mayoral campaign. He received a Special Baccalaureate Degree from Brooklyn College
. He is married to Debra Hicks and they have three children: Erik Martin Dilan
(who represents Brooklyn in the City Council), Melissa and Nicole, and one grandchild, Daniel Martin Dilan. He also has a best friend Raphael Colon, where he rents a building from Raphael and his ex-wife, Sonia Colon. He has a nephew Kristopher Acevedo who one day wants to be like his Uncle Martin. Martin also likes to get away upstate in a region in the Catskill mountians where he stays at Raphael Colons summer house along with Kristopher.
Dilan is a former legislative assistant for the U.S. House of Representatives and has served as a Democratic District Leader and Democratic State Committeeman from the 54th Assembly District. He has been elected as a delegate to the Democratic National Convention
in 1996, 2000 and 2004. Dilan served 14 years as a member of Community School Board#32, including seven as Chair, where he advocated for new school construction.
Prior to being elected to the State Senate, Dilan served ten years as a member of the New York City Council
. During his tenure in the Council he wrote a law to penalize anyone found guilty of illegal dumping, and was the prime sponsor of legislation that gave oversight powers to the City Council as it relates to city contracts that jeopardized city jobs. As Chair of the City Council's Standards and Ethics Committee, Dilan advocated for greater access to information about conflict of interest issues among elected officials and government employees. He also obtained state of the art computers for the elementary and middle schools in his district, and $20 million in Capital Funding for Public School 89, the Cypress Hills Community School.
Senator Dilan received a score of 60 in Environmental Advocates' 2009 Voters' Guide. His 2008 score was 83.

In 2002, Dilan was elected to the State Senate, where he was appointed the Assistant Minority Leader of Conference Operations in his first term.
