He obtained his degree of Bachelor of Science in Civil Engineering from the University of Sto. Tomas.His government service began in 1914 when he worked as Junior Assistant Engineer at the Bureau of Public Works and became District Engineer of Bataan and Rizal (1919) and later was promoted as Supervising District Engineer.Political Life
As Senator, he was elected in 1928 representing the First Senatorial District comprising Cagayan, Isabela, Ilocos Sur, Ilocos Norte and Abra.
