in 1985. Subsequent to being promoted to the rank of commander in 2002, he became assistant commissioner in 2004. He was appointed to his current position in September 2007 at the age of 44.
In March 2010, Phelan was succeeded as Chief Police Officer by Roman Quaedvlieg.
