He graduated in 1944 from the Turkish Military Academy with the rank of a Second Lieutenant

, and subsequently in 1946 from the Turkish Army Artillery School. Ge served in various artillery units and later as an instructor at the artillery school. In 1954, Torumtay became a staff officer following his further education in the academy. Until 1970, he served at various units and then in Tokyo

. In the era following the 1980 Turkish coup d'état, Necip Torumtay held important top positions.

Necip Torumtay was appointed on July 2, 1987 to the post of the Commander of the Turkish Land Forces, and shortly after on July 24 he became the Chief of the Turkish General Staff

. He resigned on December 3, 1990 before his term of office terminated. He became the ever first chief of the general staff to leave the office before the regular end of the term.

It was asserted that his resignation was in relation with the government's position during the Gulf War
