Legislative career
He represented Orange County's 73rd District, which became the 69th District after the 1980 redistricting. In 1980, Frizzelle defeated three-term Democratic Assemblyman Dennis Mangers, who had been elected as part of the Democratic wave following the Watergate scandal in 1974. He was a member of the Newport-Mesa School District Board before becoming a member of the Assembly.
