Phellinus pini

Phellinus pini is a plant pathogen usually known as "Red ring rot" and "White speck." Historically, it has caused massive economic losses to the unsuspecting who have purchased older timber stands expecting good yields of lumber, as its presence often degrades a large tree to pulp wood quality. It's a rot of the heartwood. It reproduces by working out a rotten knot and growing a spore body or 'conk' on the outside of the tree.
