Josh Anderson
(Jeremy Angerson) asks Phoebe out on a date, but she is upset when she learns that Josh asked her because he lost a bet with his friends. However, Josh is paired with Phoebe for the school play and he realises that there is more to her than he first thought. They begin dating, but Phoebe's father disapproves. Phoebe stands up to her father, but the confrontation leads to Arthur suffering a heart attack. Phoebe realises that she needs to be upfront with her father about Josh and Arthur allows her to see him. However, when Josh is away visiting his parents, Phoebe falls for his best friend, Todd. Todd is also attracted to Phoebe. Todd goes to visit his mother and sister for a while and Phoebe writes him a love letter. She sends it to Todd, but feels guilty about Josh. Todd reads the letter and admits to Phoebe that he feels the same way. They then decide to tell Josh that they are in love. Josh is angry, but he eventually forgives the couple.
Arthur suffers a stroke and dies and Phoebe's headmistress, Dorothy Burke

) invites her to move in with her. As their relationship progressed, Phoebe and Todd decide they want to start having sex. However, they forget to use contraception and Phoebe falls pregnant at 17. They agree to keep the baby, but Phoebe has second thoughts and decides to have an abortion. Todd initially supports her decision, but on the day Phoebe is booked into the abortion clinic, he goes to stop her. While he is racing to the clinic, he is knocked down by a van. He is taken to hospital and Phoebe hears about his accident at the clinic, just before her appointment. She goes to the hospital and Todd suffers a cardiac arrest and dies.
Phoebe runs out of Todd’s funeral and shuts herself away. Todd appears to her and tells her that he will always look after her and their daughter. When Phoebe visits Todd's grave, she meets Stephen Gottlieb

). They form a bond and gradually fall in love. Phoebe is surprised when Stephen proposes to her, but she accepts. On the eve of the wedding, Phoebe goes into labour and Stephen delivers the baby girl. Phoebe names her daughter, Hope.
Stephen and Phoebe finally marry a few weeks later. Dorothy leaves Erinsborough soon after the wedding, leaving her house to Stephen and Phoebe. They also take over the lease of the coffee shop. Stephen and Phoebe take in a loger who causes them problems, when he tries to kiss Phoebe. They later take in Beth Brennan

). Stephen and Phoebe decide to open their own record store in Anson's Corner. They leave the house with Beth and Stephen's brother, Mark (Bruce Samazan

Characterisation
When Phoebe made her first appearance in the show, she was a figure of fun. Phoebe was a "swot" who kept reptiles as pets, which earned her the nickname of "Creepy Phoebe" from her peers. Phoebe was often seen wearing "nerdy" spectacles and sensible shoes. When she began a relationship with Todd Landers (Kristian Schmid), Phoebe is said to have "blossomed".Storylines
