It has a population of about 12,000 inhabitants and is surrounded by several hills from whom it is said the nominative derives from.It is composed by few neighbourhoods like Plirez, Pronovik ,Kalluc, Poligon, Lavdar and City center. Historically city of Polican has been part of Berat County except from 1978-1991 when city was made part of Skrapar due to political pressure of regime at that time. It is a great city even though it was industrial made.

For long time it is been called the "ghost" town, from whom not much more was been revealed for security reasons.

The economy of the town is still concentrated in the weapons industry, in which, biggest part of the community works. However, after the collapse of the communist regime in 1990, the production has collapsed. In the industrial sector is also active a small factory for the production of beer
