Before the outbreak of World War I
, the race was regularly contested by horses trained outside France. Three British horses were successful during this period, but the most celebrated challenger, Pretty Polly, was defeated in 1904. The event was abandoned throughout the war, with no running from 1914 to 1918. When the Prix de l'Arc de Triomphe was introduced in 1920, the Prix du Conseil Municipal was initially scheduled to take place one week later. The interval was increased to a fortnight in 1925.
The Prix du Conseil Municipal was cancelled only once during World War II
, in 1939. It was temporarily switched to Auteuil
in 1940, and to Le Tremblay
in 1943 and 1944. Its distance was extended to 2,600 metres at Auteuil, and it was cut to 2,300 metres at Le Tremblay.
When the present system of race grading was introduced in 1971, the Prix du Conseil Municipal was classed at Group 2 level. Its title was changed to the Prix du Conseil de Paris in 1974, as a consequence of reforms to the statutes of Paris
