Quebec

with a promise to unmerge most of those cities. It was decided to open public registers, then to organize referendums in the municipalities where a great number of citizens asked to.

From 16 to 20 May 2004, registers were established in the localities merged in 2001-2002 to allow referendums over the re-establishment of those localities, 10% of the population was needed to sign the registers (those in bold were successful).
