During the Revolución Reivindicadora Andueza was in exile. For 1879, he became a part of the Council of Administration. In addition he was senator in Congress during 1880, and from 1886 to 1889. Later, he worked as a federal advisor for Zamora state, and member of the Federal Council for the same state.
He was chosen president of the Republic on 7 March 1890. According to the effective Constitution of the time, his period culminated on 20 February 1892. Nevertheless, Andueza planned a constitutional reform to prolong his permanence in power for two more years. This strategy caused the sprouting of the Revolución Legalista headed by Joaquín Crespo
