. He holds the David Smith Chair at Queen's University
in Kingston, Ontario
. He has taught at Queen's University since 1973. He was Head of the Department of Economics at Queen's from 1981–86, and is currently Associate Director of the John Deutsch Institute for the Study of Economic Policy.
