Games are officiated under the FIFA Laws of the Game using a center referee and two assistant referees. Unlimited substitutions are allowed with the center referee's permission on dead balls. San Diego County Soccer League was established in 1964. In the early years, league players were of many ethnic groups. SDCSL is approaching its 50th year of existence.

The San Diego County Soccer League (SDCSL INC) is a USSF affiliated adult amateur league. SDCSL has a long and storied history in San Diego. Established in 1964, it is the longest continuously operating adult men’s soccer league in San Diego. SDCSL is a nonprofit Public Benefit Corporation and is not organized for the private gain of any person. It is organized under the Nonprofit Public Benefit Corporation Law for public and charitable purposes that was founded in the early 1980s.Organization
