The San Francisco Bay Conservation and Development Commission (BCDC) is a California
State commission dedicated to the protection, enhancement and responsible use of the San Francisco Bay
. The Commission was created by California's McAteer-Petris Act, which the legislature passed on September 17 1965. It is the first regional government entity imposed upon an urban area by legislative fiat. Their offices are located on 50 California Street, San Francisco.
The movement to regulate filling in the bay was begun by the Save San Francisco Bay Association, started by local citizens who were outraged by the dramatic loss of the bay through dikes and landfill
