Scott Stewart was the Chairman of the College Republican National Committee from 1999 through 2003.
He was CRNC National Chairman from 1999-2003. He defeated Robert "Buzz" Jacobs at the 1999 CRNC convention at the Watergate Hotel.

In 2001 three women accused Stewart of harassing female colleagues and using party funds to pay for cell phone bills and other personal expenses. The Republican National Committee
hired an outside law firm to investigate. The firm found that Stewart's actions did not meet the legal definition of sexual harassment
, but the firm's report states his conduct was "unprofessional and inappropriate for a work setting." A movement in the CRNC to impeach the Chairman failed.
