The national opposition’s miseries were capitalized on by the government. The
President addressed all upazila chairmen in four divisional gatherings. Only very
recently the upazila chairmen have publicly pledged their support for the policies
of General Ershad. The regime reciprocated by extending the term of office of
upazila chairman from 3 to 5 years, equating his status with that of a deputy
secretary of the government and a major in the army. The government is also considering the
possibility of involving upazila chairmen in various national-level developmental
forums.
