The Garden was established December 1961 attached to the Soviet Academy of Sciences Institute of Experimental Biology following agreement in January 1959 and was developed over the following years.

Originally, it dealt with research in the Estonian context e.g. plant growth requirements and acclimatisation. From 1970 research moved to the use of indigenous plant species in landscaping and horticulture (Ülle Kukk
