Tang graduated from Tatung University in Shanghai in 1945 and received a master's degree from Illinois State University
in 1948. He moved to Hong Kong in 1950. He is the father of Henry Tang Ying Yen, the Financial Secretary of Hong Kong.
His community work included chairman of the Hong Kong Textile Trade Union, member of the Hong Kong Trade Development Council and vice-chairman of the Hong Kong General Chamber of Commerce
