The term Taxpayers money can refer to:
1. Monies held by individuals or businesses that are taxpayers.
2. Money held by government sourced from taxpayers.
By literal definition only monies held by individuals or businesses that are taxpayers can be classified as taxpayers money.
Whilst, by definition and law, money held by government is the property of the government and not taxpayers, the term is often used in place of "public funds" or "government money" and its contemporary usage, particularly in political discourse, differs implicitly from these other terms in that it often presupposes that individual taxpayers have a moral ownership claim on government funds or moral right to set government policy based upon the source of these funds being taxpayers, rather than because of their status as citizens or voters.
