The publication was founded in 1996 by David A. Hartman
and reported on Texas
government and state politics, and also provided commentary and issues analysis. The publication and its sponsoring foundation were described by the Texas Legislative Reference Library as a conservative think tank
"devoted to providing the resources and research needed for the development of public policy based on traditional Texas values of family, freedom, free enterprise, and the Constitution."
The Lone Star Report's correspondents were credentialed members of the Texas Capitol press corps and had access to the House and Senate floors. Regular contributors included conservative journalist and author William Murchison
and Americans For Prosperity
's Peggy Venable. Editor William Lutz has published several opinion pieces in the Dallas Morning News, and often contributes to various radio and television political shows in Texas.
Correspondents and other associates of the Lone Star Report contributed to think tank-style projects, such as a study on the effectiveness of the 2006 school finance reform bill in Texas.
