Morris was elected as a Federalist to the Seventh Congress, holding office from March 4, 1801 to March 3, 1803. He was not a candidate for renomination, and resumed the practice of law in New York City

 in 1803. He was appointed United States Marshal for the Southern District of New York in 1816, 1820, 1825, and 1829. In 1849, he died in New York City.
