Although Michael considers Packer to be his best friend, their friendship appears to be largely one-sided, with Packer treating Michael more like an audience for (and occasional target of) his jokes rather than a friend. However, Packer has said they are friends. He once picked up a bouncer's girlfriend while he and Michael were at a convention and left Michael behind, after which Michael was savagely beaten up by the bouncer and his friends. Packer and Michael were also once on a sales trip where they met twins and brought them back to their hotel room where only Packer had sex with both of them. A dedicated prankster, Packer left a highly odorous substance in Michael's office in "The Carpet
", which was never clearly revealed onscreen (however, throughout the episode, it is implied that this substance is human feces). Michael is outraged about the prank until learning that it was Packer, at which point Michael changes position and laughs and thinks it's wildly clever.
Because of a DUI
, Packer was unable at one time to drive his red Chevrolet Corvette
convertible. His personalized Pennsylvania license plate "WL HUNG" (meant to imply, "WELL HUNG") causes Ryan Howard to wonder if Packer is a big fan of William Hung

Packer has flirted obnoxiously with Pam, causing her to pretend to have to be on the phone for hours. He has also approached Karen before finding out that she is dating Jim, to which he responds by claiming that Jim "must have been scared straight." In "Sexual Harassment", Jim is seen in one of the talking head interviews stating that he hates Todd Packer, echoing one of Packer's jokes: "Who has two thumbs and hates Todd Packer? This guy."

This backfires, however, when Michael accidentally emails it to packaging@dundermifflin.com instead of packer@dundermifflin.com, which leads to the photo being emailed to Darryl Philbin
and the warehouse staff, who forward the photo to various other staff.
In "Costume Contest
", Packer dresses up as a pregnant nun. Packer is present when Jim grills new salesman Danny Cordray on why Danny didn't call Pam after a date. Packer overhears and says, "Are you looking for someone to bang your wife?" which Jim ignores.

", Packer appears as a drunk in a bar in Michael's movie.
He was the main focus of the Season 7 episode "Todd Packer
". On Michael's recommendation, Holly accepts him back into the office. Packer alternates between offensive jokes, thereby aggravating almost the entire office, and a half-hearted desire to reform. After he reclaims his old desk (now Dwight's) next to Jim, Jim and Dwight lead him to believe he is being offered a job at the corporate offices in Florida. Michael overhears them and threatens to tell Packer of the deception but, after Packer insults Holly, Michael decides against it and Packer leaves for Florida. As Michael and Holly witness Packer driving his Corvette out of the parking lot from Michael's office, Michael tells her Packer is "an ass".

Overview
Todd is a boorish Outside Sales Representative. He tells obscene, disrespectful jokes which offend everyone except Michael for the most part, though in one deleted scene from Season 1 Michael is uncomfortable when Packer starts telling a Jewish joke and quickly changes the subject. He refers to Jan as the "Ice Queen". He has also been known to jokingly presume other males in the office are homosexual, such as when he asked Jim if he is "still queer" and when he calls the Scranton office asking to speak with a "gay nerd" named Michael Scott.
