Mangalsen, the district headquarters, is eight hours walk from Sanfebagar - a town in Achham sporting a non-functional domestic airport. A seasonal road exists from Sanfebagar to Mangalsen but is often closed during monsoon season. A bridge crosses the Budhi Ganga river in Sanfebagar allowing access during high water, a second bridge over the second river crossing is also under construction. During 2009/2010, the government of Nepal will be constructing a paved road connecting Sanfebagar to Mangalsen. The district is served by two hospitals, the government district hospital in Mangalsen and one recently opened in Bayalpata that is a collaboration between the government and the non-profit organization Nyaya Health

Toli is a village in District Achham & Zone Seti in the western region of Nepal. In the year 1991, the population of this Village was 2800 and 600 houses were there. Only 1% villagers were educated because at that time there was a single school and a single teacher and the school's name was Dhanawantri Prathamik Vidhlaya. Present population of this village is nearly 3000 and 30% are educated. Mr. Lalit Kumar Rawal, S/o Late Shree Bhairab singh Rawal was the first student from this school who passed the SLC Examination with First division and then Mr. Nabraj Kumar Rawal who passed SLC exam and currently he is a teacher in same school where he studied in his student life. Till date, there no doctor is deputed and people are dependent on Homeopathic
& Ayurvedic medicine
s called Jadi-Buti & Jhad-Fuk.Late Shri Bhairab Singh Rawal was the inspiration to new generation for education, development and plantation of more trees and even he was the first Ban Pal for this village who secrified his almost life for save forest. Even no proper road is there in this village and for drinking water, villagers have to go 20-30 minutes by walk for carry drinking water. Through Wikipedia, I Lalit Kumar Rawal request NGO or concerned social organization for arrange atleast paved road, one more school for children and awarness program on health & hygiene so that villagers can aware about it and understand the importance of education. my life is fully dedicated for development of this village but I am unable to handled financial condition as I also belong to very poor family.
It is very hot in summer and very cold in winter in this village. There are total 9 wards in this village. Main occupation of this villagers is farming and common food is chapati and rice. till now, there is no electricity in this village.after democracy, almost villagers are aware about education and development. getting kerosene, Salt, Clothes etc. is very tough to the villagers because for getting these items, they have to go/journey by walk for 5 days and the nearest cities are - Surkhet
