He led the NSW branch of TWU from 1999 to 2008 and has been the TWU National Secretary since 2006. In 2008, Sheldon was accused of running a secret slush fund which turned out to be a training fund for union members. Sheldon was reprimanded for not putting governance arrangements in place to separate the training funds from other TWU activities. Sheldon is married to Sarah Kaine, the vice president of the NSW Australian Labor Party, and the couple have two children.
